India Eyes AI Apps Amidst Foundational Model Hurdles

India confronts substantial obstacles in cultivating globally competitive foundational artificial intelligence (AI) companies. A key challenge is the significant concentration of top research talent in San Francisco, making it difficult to attract and retain such expertise domestically. Furthermore, Indian investors have shown a limited appetite for the large, high-risk capital required for foundational model development.

Deedy Das, a partner at Menlo Ventures, noted at The Economic Times World Leaders Forum 2026 that any competent foundational model builder in India would face immense competition from established giants like OpenAI and Anthropic. He suggested that Indian startups might find more promising avenues at the application layer of AI, where opportunities are more abundant. Investments in computing infrastructure are also seen as a growth area within the AI stack.

The Indian government's IndiaAI Mission is actively promoting indigenous AI development, having selected 20 foundation-model proposals and allocated subsidized compute resources to 237 projects. This push signifies a growing national focus on AI. Concurrently, India is rapidly emerging as a crucial AI market. Companies previously not prioritizing India now view it as a primary market, indicating its increasing strategic importance.

Founders like Tanay Kothari of Wispr and Harshit Yadav of Zingroll emphasize that while foundational models present unique challenges, the application layer offers substantial opportunities for Indian entrepreneurs. Historically, major technology shifts often see the most value captured in their applications once the core technology matures.
