9 Jun
Summary
- New rules published to bring transparency to coal trading.
- Coal exchanges aim for market-driven price discovery.
- Coal Controller Organisation to regulate exchanges.

The Indian government has officially published the Coal Exchange Rules, 2026, on June 4, 2026, ushering in a new era of transparency and efficiency in the nation's coal trading. This move is a direct result of the Mines and Minerals (Development and Regulation) Amendment Act, 2025, which established the framework for mineral exchanges.
The newly established coal exchanges are poised to facilitate transparent, market-driven price discovery, thereby enhancing efficiency and providing commercial and captive miners with broader access to buyers. Public sector entities are also encouraged to leverage these platforms to increase their market participation.
The Coal Controller Organisation (CCO) has been appointed as the regulatory body, tasked with authorizing entities to establish and operate these exchanges. Registrations for operating a coal exchange will be valid for 25 years, ensuring long-term stability in the market's modernization efforts.
