Summary
- NSW Heritage sues Paragon cafe owners for urgent repair failure.
- Legal action taken for the second time to save a heritage building.
- Paragon cafe, a 110-year-old art deco treasure, closed since 2018.

NSW Heritage has initiated court proceedings against the owners of the historic Paragon cafe, an 110-year-old art deco landmark in Katoomba. The legal action aims to compel the owners to undertake urgent repairs and fireproofing for the heritage-listed premises, which has been closed since 2018.
This is the second instance of NSW Heritage resorting to legal measures to protect a heritage building, emphasizing the government's commitment to preventing "demolition by neglect." The Paragon, once a glamorous venue known for its Greek-inspired design and Hollywood-style sundaes, has fallen into severe disrepair.
Inspections revealed extensive damage, including graffiti, holes in floors and ceilings, water damage, and deteriorating woodwork. A November order mandating restoration and fire safety works has allegedly been breached by the owner, Conset Investments. A court hearing on July 17 will address these allegations.
Conset Investments, through its solicitor, has indicated a willingness to perform the necessary work but is requesting an extended deadline, proposing completion by April 2027. However, local community groups, like the Friends of The Paragon, express frustration with the prolonged delays and inadequate security measures.
