GHMC Admits ₹6.92 Cr Payment Errors, Recovers Most
2 Sep
Summary
- GHMC reported ₹6.92 crore in duplicate payments, not over ₹100 crore.
- Most of the erroneous amount, ₹6.83 crore, has already been recovered.
- Payment bypass and lack of system reconciliation caused the errors.
The Greater Hyderabad Municipal Corporation (GHMC) has confirmed duplicate and excess payments amounting to ₹6.92 crore made to contractors via the Trade Receivables Discounting System (TReDS). This figure contrasts with earlier allegations of irregular payments exceeding ₹100 crore.
GHMC stated that discrepancies were found in 78 invoices totaling ₹6.92 crore. The civic body has since recovered ₹6.83 crore related to 74 invoices. The remaining ₹8.35 lakh from four invoices has been received through demand drafts and will be credited to the general fund.
A preliminary vigilance inquiry revealed that bypassing the maker-checker control and a lack of reconciliation between TReDS platforms, GHMC's ERP, and the general fund led to these errors. The TReDS platforms' duplicate detection mechanisms also failed.
The civic body initiated departmental proceedings against officials found prima facie responsible. Criminal action may follow if intent is established through an ongoing enquiry or special audit. GHMC also refuted claims of a 10% commission and 18% GST on payments.
