India has launched the operational guidelines for Digital India Land Records Modernisation Programme 3.0 (DILRMP 3.0), a Rs 565.5 crore initiative set to run until 2031. This phase focuses on building an integrated digital framework, moving beyond simple digitization to a comprehensive land management system.
The program will connect existing land record, property map, and registration databases across different government systems. States will develop their own digital 'land stacks' via APIs, contributing to a national federated system, while maintaining data ownership at the state level. A key feature is the introduction of a 14-digit Bhu-Aadhaar for each land parcel, alongside fully georeferenced cadastral maps, enhancing digital identity and interoperability.
Furthermore, 75 high-footfall sub-registrar offices will be modernized into 'registration seva kendras'. Legacy records will be scanned, and revenue courts computerized. For urban properties, the NAKSHA initiative will aid land mapping and property card preparation. This modernization aims to simplify credit access for landowners and reduce bureaucratic hurdles.
