Delhi Reforms Slash Infra Charges by 75%

In a significant reform, the Delhi Jal Board has approved a new framework for infrastructure charges (IFC). Property owners and developers can now obtain a provisional No Objection Certificate (NOC) by paying only 25% of the required charges upfront.
This interim measure is poised to revitalize thousands of stalled construction projects throughout the capital. The decision was made in response to numerous appeals from residents and developers concerning the substantial increases in these charges over recent years.
Under the revised system, commercial IFC rates vary by colony category, with residential properties also having specific rates. Sewer charges are also subject to category variations. Officials noted a previous shift in calculation methodology, moving from occupancy-based to floor-area-based assessments to mitigate sharp cost escalations.
This reform is hailed as a practical and humane approach, ensuring that high upfront costs do not impede individuals from constructing their homes. Properties under 200 square metres will continue to be exempt from IFC, while larger plots are expected to benefit from this more rationalized framework, with potential reductions of 50% to 70% in IFC liability.
