Delhi Govt Eyes Hybrid EVs for Tax Breaks

The Delhi government is contemplating a policy shift to include strong hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs) in its electric vehicle tax benefits. Officials indicate that exemptions for road tax and registration fees, currently exclusive to battery electric vehicles (BEVs), may be extended to HEVs and PHEVs with an ex-showroom price not exceeding Rs 20 lakh.
These hybrid vehicles integrate a conventional internal combustion engine with an electric motor and battery system. HEVs can operate on either the petrol engine, the electric motor, or a combination, with their batteries recharged via regenerative braking and the engine. PHEVs, on the other hand, initiate operation in electric-only mode and switch to the engine once the battery depletes.
While HEVs and PHEVs are estimated to reduce emissions by 30-40% compared to standard internal combustion engine vehicles, some experts express concerns. They argue that such vehicles still contribute to air pollution in Delhi, particularly particulate matter like PM 2.5 and PM 10. Policy analysts suggest that expanding the definition of electric vehicles to include hybrids might increase government subsidy costs without fully achieving the objective of transitioning consumers to alternative fuels, especially in a city facing severe air quality challenges.
