NDMC Eases Rules: Major Renovation Without Permits
23 Oct
Summary
- NDMC clarifies repairs like plastering, painting, and flooring need no prior approval.
- Public utilities such as toilets, control rooms, and solar panels are also exempt.
- Exemptions apply if work meets safety standards and doesn't obstruct public access.
The New Delhi Municipal Council (NDMC) has issued a public notice to streamline building regulations under the Unified Building Bye-Laws for Delhi, 2016. Routine maintenance and renovation tasks, including plastering, painting, flooring, and roof replacement, will no longer necessitate prior building plan approval. This clarification aims to alleviate confusion among residents who were often seeking permissions for work that was exempt.
Further exemptions extend to specific public utility structures, such as public toilets, traffic control rooms, air purification systems, and solar panels, provided they meet prescribed conditions. The NDMC chairman highlighted that distinguishing between structural alterations and minor repairs would prevent unnecessary applications and potential harassment from enforcement officials. An awareness campaign is also planned to ensure better compliance and understanding.
While these exemptions simplify procedures, they come with crucial conditions. All exempt works must adhere to structural stability and fire safety standards and must not encroach on public land or impede emergency vehicle access. Heritage buildings continue to require specific conservation permissions. The NDMC stressed that these relaxations do not permit unauthorized construction, additional floors, or changes in land use, with owners remaining liable for any structural defects.
