8th Pay Commission Delayed, Central Employees Await Salary Revision
7 Oct
Summary
- 8th Pay Commission not yet formed despite government approval in January 2025
- Terms of Reference (ToR) for the commission still not finalized
- Over 1.2 crore central government employees and pensioners affected

On October 7, 2025, it has been revealed that the 8th Pay Commission, which was approved by the government in January of the same year, has still not been formally constituted. A crucial component for the commission to commence its work, the Terms of Reference (ToR), has not yet been finalized.
This delay is causing significant concern among the over 1.2 crore central government employees and pensioners who are eagerly awaiting the commission's recommendations on salary and pension revisions. Without the ToR, the commission cannot be officially formed, and its work cannot begin.
The ToR serves as the foundation upon which any pay commission operates, determining the salary structure, allowances, retirement benefits, and other key aspects that are subject to the commission's recommendations. Until the ToR is finalized, the chairman and commission members cannot be nominated, and the process remains stalled.
