Chip Sales Outpace Data Center Space
25 Sep
Summary
- Over half of GPU servers by 2028 may lack power
- Satellite data shows 16-18 GW capacity on track for 2026
- Global chip packaging capacity limits data center expansion

Forecasting for US data center completions significantly lags behind projected chip sales, raising concerns about available infrastructure. Analysts estimate that by 2028, over half of the GPU servers sold may not have adequate power supply. Current satellite imagery indicates between 16 and 18 gigawatts of gross capacity are on track for completion in 2026.
However, a critical bottleneck has emerged in global chip packaging facilities. Even US-made silicon requires overseas packaging, and current worldwide capacity is insufficient to meet demand. This shortage directly impacts data center construction timelines, as the conversion of chips into packaged systems and installed racks is being severely limited.
While construction activity has accelerated by prioritizing near-term projects, the pace of land clearing, a key leading indicator, has plateaued. This suggests future expansion plans, particularly for 2028, face significant challenges. Beyond packaging, long-term constraints include power availability, labor, transformers, cooling equipment, and backup generation, highlighting the central issue of the gap between planned capacity and physical execution.
