Luotuowan village in Hebei province has undergone a remarkable transformation from a deeply impoverished rural community to a vibrant tourism hub. Once characterized by rocky land and a lack of basic infrastructure, the village has revitalized its economy through the promotion of 'minsu,' or homestays, as part of China's poverty-alleviation strategy. This initiative began around 2013, with infrastructure upgrades and ecological conservation efforts laying the groundwork.
By 2025, Luotuowan welcomed over 500,000 visitors, drastically increasing per capita disposable income from less than 950 yuan in 2012 to over 28,000 yuan. Homestays have become a cornerstone, with 137 now operating and offering more than 300 beds. This development has created new jobs, enabling elderly residents to remain economically active and drawing young people back to the village.
