7 Mar
Summary
- China distributed $249 million in care vouchers to disabled seniors.
- The funds aim to support personal care and rehabilitation services.
- Over 79,000 community canteens serve millions of elderly daily.

As of March 7, 2026, China has distributed 1.72 billion yuan ($249 million) in care vouchers to approximately 900,000 disabled seniors in the current year. These consumption subsidies are designed to help elderly individuals with moderate to severe disabilities afford crucial services, including personal care and rehabilitation. This program is integral to China's strategy for developing a home-based care network.
The nation is accelerating efforts to enable older adults to age in place, rather than transition to institutional care. This approach aligns with the preferences of most Chinese families. Minister Lu Zhiyuan highlighted the focus on urgent elder concerns and stepped-up development of home-based care services.
Beyond vouchers, China is enhancing its infrastructure to support home-based elder care. Nearly 80,000 community canteens and meal delivery points are operational nationwide, serving over 3 million elderly people daily. The country has also introduced 495,000 'family care beds' and completed safety renovations in 2.24 million senior households.
