Catalonia Welcomes Chinese Investment, Warns on Worker Imports

Catalonia is positioning itself as a vital European entry point for Chinese companies, actively encouraging investment. Regional leader Salvador Illa emphasized this welcoming stance while simultaneously voicing concerns about the potential influx of foreign workers, stating a preference for utilizing the local labor pool. This policy aims to safeguard domestic jobs amidst growing economic ties.

Recent years have seen a substantial increase in Chinese capital flowing into Catalonia. Between 2020 and 2024, the region attracted 1.3 billion euros in Chinese investment, marking a more than fourfold increase compared to the preceding five-year period. Catalonia has become a significant hub, accounting for a quarter of all new Chinese investment projects in Spain during this timeframe.

While courting investment, Catalonia also aims to maintain its labor framework and protect local employment. This cautious approach mirrors sentiments from Spanish union leaders who acknowledge the value of Chinese expertise but insist on adherence to local labor laws. The region's government is committed to fostering an environment where investment benefits the local economy without compromising existing job security.
