E. coli in Water, Stations Lack Toilets: CAG Report Hits Railways

A recent audit by the Comptroller & Auditor General (CAG) has highlighted significant shortcomings in passenger facilities across Indian railway stations. The report, tabled in Parliament on August 12, revealed that E. coli bacteria were found in drinking water samples. Furthermore, over 89% of stations were found to be lacking essential amenities like seating, toilets, fans, and signage.
The audit, which covered the period from 2019-20 to 2023-24, also noted that passenger complaints concerning cleanliness, water availability, and medical assistance have increased. A concerning 59% of works related to passenger amenities faced delays, and allocated funds were underutilized.
Despite the Railway Ministry's assurances, deficiencies persist nearly a decade after a previous CAG audit in 2016. The report indicated that even major stations failed to provide minimum essential amenities, with shortfalls noted in drinking water taps, waiting halls, and sanitation facilities. Amenities for Divyangjan also showed significant deficiencies.
Concerns extend to drinking water quality, with E. coli detected at several stations including Hyderabad and Chhatrapati Shivaji Maharaj Terminus. Chemical analysis of drinking water was not consistently conducted as per prescribed norms. The CAG also pointed to poor monitoring by user consultative councils and dissatisfaction among passengers regarding complaint resolutions.
