Bhutan's Gelephu Mindfulness City (GMC) will commence operations on October 1, 2026, opening its doors to international family offices, investment funds, and fund managers. Single-family offices (SFOs) will benefit from a notification-based system instead of requiring a full financial services license, provided they meet certain asset under management criteria. Investment managers regulated in recognized foreign jurisdictions can manage domestic funds through a 'no-objection' process, with approvals anticipated within four weeks.
The tax incentives are substantial. Funds can achieve life-of-fund income tax exemptions, while family offices may receive exemptions for up to 15 years. Investment managers can access concessionary tax rates, with further benefits for those approved by December 31, 2027.
This initiative draws upon successful regulatory and tax models from international financial centers such as Singapore, Hong Kong, and Dubai. The success of GMC, however, will also hinge on the investment opportunities within Bhutan's domestic market.
