Season one of the HBO crime drama centered on FBI agent Tom Brandis, portrayed by Mark Ruffalo, investigating drug trafficking in Philadelphia. Ingelsby found inspiration for a continuing storyline in Brandis's emotional arc concerning his son's return, an aspect he felt was rarely explored on screen.
Tom Pelphrey, who played Robbie Pendergast, expressed a deep personal connection to his character, stating he understood Robbie 'in his soul' upon reading the script. Pelphrey's partner, Kaley Cuoco, reportedly praised the pilot script as one of the best she had ever read.
Mark Ruffalo is confirmed to return as FBI agent Tom Brandis. The cast will also welcome Oscar winner Mahershala Ali as DEA agent Eddie Barnes, suggesting a potential adversarial dynamic.
