Reacher becomes involved when a woman, exhibiting signs of being a suicide bomber, dies on a subway car. Despite the NYPD's minimal interest, Reacher, alongside Detective Theresa Lee and the victim's brother, Jake, investigates further. They discover the victim was a Pentagon employee who fled Washington with classified information.
The investigation leads them to the Hoth family, Lila and Svetlana, who are revealed to be Al Qaeda operatives. They had coerced the victim into stealing Pentagon secrets to ruin Congressman John Sansom's career. The conspiracy involves links to the Soviet-Afghan War and dangerous political figures.
