To qualify for 'low impact' permits, productions must adhere to specific limitations, including a maximum of three filming locations over three consecutive days and no more than 30 cast and crew members. Prohibited locations include city property, recreational facilities, and areas with special conditions. FilmLA estimates that approximately 30% of recent permit applications would have qualified, with hopes of increasing this share. This reform aims to address producer concerns about the high cost of shooting in Los Angeles.
